False, infact, over the last 150 years CO2 concentrations have been rising

Explanation:

  • Over the past 150 years, CO2 has risen from 280 to almost 380 parts a million (ppm). Concentration of carbon dioxide has increased. It has been so well known that this is almost entirely due to human activities that it is hardly questioned or challenged.
  • Human activities are majorly responsible for this rise in CO2  and this can be confirmed by looking at the historical records of such human activities. After the industrial revolution, we have been using fossil fuels & clearing & burning forests at an alarming pace, and these processes turn "organic carbon" into CO2
  • At present, approximately 29 billion tonnes of carbon dioxide are released into the atmosphere every year by humans. Currently 43 per cent of the CO2 reside in the atmosphere. The remainder is consumed by the seas and the plants. Although there are concerns about the rise in the airborne fraction, it is clear that the overall CO2 level in the atmosphere is significantly rising. In 15 million years, the present CO2 levels have been the largest.
