Ok now let's solve the question :)

Cost of 2 1/2 m ribbon = 13 3/4

: . cost of 1 m ribbon
= 13 3/4 ÷ 2 1/2
= 55/4 ÷ 5/2
= 55/4 × 2/5
= 11/2

: . cost of 4 m ribbon = 11/2 × 4
= 22
