Council of minister is the group of ministers appointed by president on advice of prime minister.

▶ Mostly Members of Parliament are selected as minister, but if a nom member is appointed he must be elected as a minister within 6 months of his appointment.

There are three ranks within council of minsters:-

◼$\bold{Cabinet \: mister}$

▶They hold important portifolios like defence , railway , finance etc.

▶They have right to attend meeting of cabinet.

◼$\bold{Mister \: of \: state}$

▶They may not have any particular portfolio.

▶They may or may not attend meetings of cabinet.

▶They are assisted to senior ministers.

▶They donot take part in meeting of cabinet.
