The Governor is the “Chief Executive Authority in a State.”   He is appointed by the “President on the advice of the Prime Minister.”  Though the Governor is appointed on the advice of the PM, the president has the right to remove or extend the Governor’s period without consulting anyone.

JUDICIAL POWERS: The Governor can, “pardon, remit and commute the sentence of a person convicted by a state court.”

Therefore, if the Court gives a punishment to a person, the Governor can use his judicial powers and can extend pardon to that person after hearing his case. The Court cannot refute his decision.
