volume \: of \: cone =  \frac{1}{3}\pi \:  {r}^{2}  h

 \frac{1}{3}  \times  \frac{22}{7}  \times  {4}^{2}  \times 28

 \frac{1}{3}  \times  \frac{22}{7}  \times 16 \times 28

 \frac{1408}{3}  {cm}^{3}
