It will terminate after 4 decimal digits as it can also be written as

(13 \times  {2}^{4})  \div (625 \times {2}^{4}  )

which will give 4 zeroes in denominator hence decimal expansion terminates after 4 digits.

as

625 =  {5}^{4}

hope it helps.
