1 ltr = 1000ml = 1000cm-3, so the first answer is simple 1.28/1000 g cm-3 i.e. 1.28x10-3 g cm-3

for the second part, 1 kg = 1000g and 1m-3 = 1000 ltr, thus both numerator and denominator increased by 1000 times cancel each other and the numerical value remains the same i.e. 1.28 kgm-3
