Radius of the Park is 84/2 = 42 M
Formula of area of circle is
\pi \times {r}^{2}
then the area of the park is
\pi \times {42}^{2} = 5544 \: {m}^{2}
radius with the road is 42+3.5 = 45.5 M
the area with the road
\pi \times {45.5}^{2} = 6506.5 \:{m}^{2}
then the area of the road is
(6506.5-5544) = 962.5 M.square

cost is 962.5×200 = 192500 Rs.

hope it helps you
