Solution:

Let the smaller rational number be x.

And,

Difference of two rational numbers is -4/9 - x.

⠀⠀« Now, Forming an equation,

     → -4/9 - x = -6/25

     → -4/9 + 6/25 = x

     → x = -4 × 25 + 6 × 9/225

     → x = -100 + 54/225

     → x = -46/225

∴ Hence, The smaller rational number is -46/225.
