Cyclist left the town 10 minutes late than the man.
they met after 6km.
time taken by cyclist to cover 6km = distance/speed = 6/18 = 1/3 hour = 20 min
time taken by man = 20+10 = 30 minute = 1/2 hour

In 1/2 hour, the man walked 6km
speed = distance/time = 6/ (1/2) = 6×2 = 12 km/h
speed of man is 12kmph
