This is because when the water molecules that are closest to the drain hole go through first, they create a temporary void causing the nearest water molecule to take it's place each molecule having an equal chance to fill that void (since pressure is equal in all direction at a certain points in liquids) this also makes an vertically opposite cone like structure while draining water.
