Even if there is plenty of water and carbon dioxide and the temperature is right, a plant can't photosynthesise very quickly if there isn't enough light.

When the light intensity is increased, the rate of photosynthesis increases until another element, a limiting factor, becomes scarce.

Photosynthesis is hindered and then suppressed at very high light intensities, however, these illumination intensities do not exist in nature.
