First it is not possible. According to hund's rule 3electrons are filled in each orbitals. In imaginary condition 2electrons filled in PX and 1 in py orbitals.

At First it is not possible because According to hund's rule th electrons that are filled in each orbitals are accordind to their shell name. But however, if we consider the two shells to be PX and PY, In imaginary condition 4 electrons will be present in PX and 3 in py orbitals because nitrogen has a atomic no. of 7 and the total no. of electrons that can be present in P shell is 6.
