Explanation:

When an atom is smaller in size then the electrons are pulled closer to the nucleus. Whereas when an atom is larger in size, it will have more number of electrons. Therefore, electrons shield each other from going closer to the nucleus.

As a result, the attraction between electron and nucleus decreases. This effect is known as shielding effect.  Hence, valence shell electrons will be more easily removed because force of attraction between nucleus and outermost electrons is shielded by other electrons. Therefore, the valence shell will spread out.

Both Be and Mg belong to the same group. The atomic number of Be is 4 whereas the atomic number of Mg is 12. Be has less number of electrons and it is smaller in size therefore, electrons will be strongly attracted towards the nucleus.

Therefore, Be will have lower nuclear charge as compared to Mg.
