If the ends of wire are in distilled water the bulb will not glow as distilled doesn't contain ions ( Electric production is due to movement of ions within the solution).

Explanation:

Distilled water doesn't contain and ions hence there wouldn't be any movement of positive or negative ions thus production of electricity will not take place and the bulb will not glow.

This may be because of two reasons:-

1) Either the distilled water has some amount of ions in it.

2) The circuit is completed by tester.  

Explanation:

The water is distilled but it could be a possibility that it contains some salts.

Moreover when we dip a tester in it , the circuit gets completed.
