There are two kinds of routes through which federations have baaen formed. 

The first route involves the independent states coming together on their own to form a bigger unit, so that by pooling sovereignity and retaining identity they can increase their security, known as cooming together federations. ex- USA, switzerland and austrailia.

the second route is where a large country decides to divide its power among the constituent states and the national government, known as holding together federations. ex- India, span and belgium.
