The economic growth is very slow in India due to industrialization not picking up sufficiently and hence there is always a dearth of jobs for the citizens.
Governments have only been promising without making the delivery.
Moreover, there is a migration of people from rural to urban areas in search of livelihood.
Most of them end up as casual labourers and earn a mere sum for survival.
In rural areas, there is illiteracy, poverty and ignorance due to which population control measures are not as effective and the government also doesn't seem to bother much.
Since the country has more than 70% rural population, the population has been growing at a very fast rate.
The failure of the government in dealing with these two factors have greatly contributed to poverty being so high in the country.

Simultaneously, there is a migration of people from villages to towns in search of jobs, thus increasing poverty in urban areas, as these migrants are forced to work on casual basis on low wages. In the rural areas, there is unequal distribution of land, a high level of indebtedness and many social obligations, which further create poverty.
