As we know in voices, if in active voice the sentence is in present( here: has) , then in passive, it will also be in present form ( here : have been),HERE present perfect has changed into present continuous with verb's 3 form and subject ( Here : farmer) is changed into object and object ( Here : plants) is changed into subject in passive voice.
