Bcoz of the nature of water found there. Since kashmir has not as salty water as Goa, that's why.

The taste of fish depends on various factors. Some of the factors are given below:
- The saltiness of the water

- The diet the fish follows
The water flowing in the Kashmir is freshwater as it flows from Himalayan glaciers. The fishes growing in that water feed on organisms growing in freshwater and they are exposed to less saltiness.
The water in the Goa (a coastal region) is more salty and the fishes feed on the organisms growing in the ocean ecosystem.
Thus, the taste of the fishes changes obviously and the cooking style of both the region will change considerably because Kashmir is in Northern side of India and Goa is in Southern side of India.
