1st covert data into degrees ::
           
        Pacific 40%= 40/100 × 360 = 144⁰
  Atlantic 30%= 30/100 × 360 = 108⁰
 
       Indian 20% = 20/100 × 360 = 72⁰
 
        Others 10% = 10/100 × 360 = 36⁰

Count them all[i mean degrees found] = 144⁰ + 108⁰ + 72⁰ + 36⁰ = 360⁰ 
 
    hence draw a circle and take a radius of it and start drawing these degrees.
