The force between charges is inversely proportional to the square of distance between them such that :

\dfrac{F_1}{F_2}=(\dfrac{r_2}{r_1})^2

F₂ is force at a distance of 25 cm

F_2=\dfrac{F_1r_1^2}{r_2^2}\\\\F_2=\dfrac{40\times (50)^2}{(25)^2}\\\\F_2=160\ N

So, the new force becomes 160 N.
