The French saw modern education as one of the ways to civilise the "native" Vietnamese.

The French were stuck with a problem in the sphere of education. They did not know what was to be the medium of education.

Upon this , one of the policies that sprang up was that the medium of education should be French.The reasons were as follows

(1) This would help to create an "Asiatic France tied solidly to European France”.

(2) The educated Vietnamese would respect French ideals and sentiments.

(3) The Vietnamese would also see the superiority of French culture and work of the French.
