1)Poland was ruled by a polictica party 2) in the country no other polictica party was allowed to function 3) the people could not freely choose the leader of the communist party or the government 4)those who spoke against the government or leaders were put in prison. in the case of Iraq 1) saddan ran a dictatorial government and suppressed any dissent or opposition to the rule
2)he was known to have got a number of polictica opponents killed and person of ethnic minorities massacred.

Here the real power was with some external powers and not with locally elected representatives. This cannot be called people rule
