I also have the same opinion and think it expresses both of them because it is most likely both assonance and consonance. ‘The Rime of the Ancient Mariner’, is a very long major poem written by the English poet Samuel Taylor Coleridge, during 1797–98 and published in 1798 in the first edition of the journal  Lyrical Ballads.

Some modern editions use a revised version that was printed in 1817 featuring a gloss. In comparison with other poems in Lyrical Ballads, it is often considered as a total shift to modern poetry and the beginning of English Romantic literature.
