A number of these Kulas together were considered as a village or a Grama. This was properly kin-based rather than several random families. This Grama was headed by the 'Gramani'.

A number of these Gramas together constituted a larger political unit called Clan or Vish. And this Vish was headed by Vispati.

These Vish or Clan together create a Jana or Tribe which was the largest political unit in the early Vedic period. Rajan headed these Jana.

With this political stratification, society was governed by the system of Chiefdom.
