"The heart that fed" could refer to heart of the sculptor who fed(carved) the passions(facial expressions) of the man on the statue. It could also refer to the man that tge statue represent who fed those passions in his heart so that the sculptor can carve them on his statue. Thankyou

Ozymandias is an ancient Greek name for Ramses 2 of Egypt it is actually Greek version of the Egyptian phrase "user-maat-Re" one of Ramses Egyptian name
