Height (h)= 21 cm
Slant height (l) = 28 cm
Radius =√h²+l²=√21²+28²=35 cm
=======================
Volume of a cone =1/3πr²h=1/3×22/7×35×35×21=26950 cm³.
=======================
Hope this helps you...

height , h = 21 cm
slant height , l = 28 cm
radius = r

l ² = h² + r²
r² = l ² - h²
   =  28 ² - 21 ²
r² = 343
r = √ 343
r = 18.52  (approx.)

Volume of a cone = 1/3πr²h
                             = 1/3 × 22 / 7 × 18.52 × 18.52 ×21
                            = 7545.7888 cm³
