Civil services are not a part of politics but their opinions matter a lot in issues regarding national development , security, etc. They Act as a cement of the house.  These suggestions are considered very important.  Council of Ministers cannot look after the entire administration on their own so they are assisted by the civil service officers. The decisions and the laws made by the legislature are executed by officers of the civil services.
