the equation is =
x*(x+7)={(x+7)-4}*x+3
now,solve it yourself

let breadth be x
so, length is x+7
........
NOW,length is decreased by 4
so new length becomes x+3
and breadth is increased by 3
so new breadth becomes x+3

NOW area is same in both the cases
therefore x(x+7) = (x+3)(x+3)
x²+7x = x²+6x+9
7x= 6x+9
x=9
HENCE,Breadth =x=9cm
and,length = x+7=9+7
=16cm
