Let the length of shadow be 3x then the height of tower is x m now perpendicular upon Base =tan theta x/3x=1/3

the elevation of sun is 30°.
solution

draw a right angled triangle ABC.
AB = x = height of tower = perp. of triangle
BC = root 3x = shadow = base if triangle.
then..
tan @ = P/B = x/root 3x
tan @ = 1/root 3
@ = tan^(-1) (1/root 3)
@ = 30°
