I am for the statement but actually it depends on the mentality and interests of a person.
some are interested in physical recreation and some in mental recreations.In my opinion I feel library is far better than playgrounds because peace and calmness relaxes us and so we are not distracted.It gives us tge knowledge of books and its kinds even those books give us knowledge.But if we think practically we can also find playgrounds fit for our recreations because it gives much of our physical strength and helps us stay fit.Even though if I am asked for either of these I'll choose library as my best friend for recreation,relaxation and enjoyment.
