The linear equation 2y -3 = 0 can be expressed in the form of ax + by + c = 0

It would be written as 0x + 2y - 3 = 0

because when you solve it, 0 will multiply by x and 0 multiplied by anything is 0. Now, when we add it to (2y-3), it will be the same as it was before.
