The local adapter does not support an important low energy controller state to support peripheral mode. The minimum required supported state mask is 0x491f7fffff, got 0x1fffffff. Low energy peripheral role functionality will not be available.

New Bluetooth features have been added to Windows 10 Creator updates and the radio is turned on to check whether it supports peripheral roles. Since radio in the surface does not support low power control feature, Windows Event Poster posts an alert in the viewer. There is nothing to worry about and this behavior is expected.
This is a known driver issue with 1709. Obviously Intel updated its driver in mid-October ... which solved the problem for those users.
