shopkeeper offers 10% discount

i.e. 10÷100 × 12000

i.e. 1200rs

therefore buying price is

12000 - 1200

i.e. 10800rs

but customer has to 8% VAT

therefore 8% VAT on 10800

= 8÷100 × 10800

= 8 × 108

= 864 rs

therefore customer has to pay total price of 10800 + 864 = 11664 Rs
