Mean = Sum of observations / no.of observations,
Let sum of 5 numbers be x,
=> x/5 = 30
=> x = 150, We got the sum of 5 numbers, Now let the excluded number be a,
Sum of numbers excluding a is x-a, No. of observations will be 4,
=> (x-a)/4 = 28
=>x-a = 112 , We know that x = 150, Substitute it in here,
=> a = 150-112 = 38,
Therefore the excluded number = 38,
