Let the sides be 17x and 7x

7x=3.5

17x=17×0.5

perimeter =2 (3.5+8.5)

Let the sides of paralellogram be 17a and 7a

According to question
Second side=3.5 cm
7a = 3.5
a= 0.5

First side = 17*0.5
= 8.5

Perimeter of paralellogram =2(8.5+3.5)
=2*12
= 24 cm

Hope this is correct and will help you
