The measures taken by French to control the spread of Bubonic plague in Hanoi created a serious problem. Explain the statment.

The city of Hanoi was divided into two parts.

The French side was provided with all kind of modern facilities,well designed sewage system and clean avenues.
The native side of Hanoi didn't get any modern facilities.There wasn't any proper sewage system. The waste material was directly discharged into river..
During the rains these wastes flowed on the streets

This became the major reason of plague. The French part had large sewers that provided breeding ground for rats.
It even provided great transportation system for the rats to enter the french homes and cause plague.
