The vacuolar membrane in plants is called tonoplast.

It is a lipid bi-layer similar to the plasma membrane.

Actually all the cell organelles’ membranes arise from plasma membrane. Hence their structure is equivalent to cell membrane.

However the vacuolar membranes are elastic and have high fluidity because they have a high polar lipid content in comparison to plasma membrane.
