"The micelles stay
in solution as a colloid and will not come together to
precipitate because of ion-ion repulsion. Thus, the
dirt suspended in the micelles is also easily rinsed
away." What is the meaning of this?

Actually miscelle are soluble in inorganic solvents such as dirt oil grease etc. When a cloth having all these is put in water containg either detergent or soap ...then these miscelle get deposited and form oil in water emulsion .... So after risneing with plenty of water these miscelle get removed out along with dirt
