1.The movement slowed down in cities because as they boucotted foreign cloth which were cheaper than they have to wear khadi cloth which were of high cost so poor people cannot afford to buy it.
2. As they left the government institutions i.e. institutions made by britishers then there should be indian institutions. Because of these reasons mobement slowed down in cities.
The middle class played an important role in the Non Cooperation as:-
Many students left the British educational institutions, many professors and teachers gave up their jobs, lawyers gave up their practises and many people resigned from their jobs
People began boycotting foreign goods and using only indian goods
The liquor shops were picketed and foreign clothes were burnt in huge bonfires.
People organized rallies and peaceful organisations in many places.
The import of British clothes nearly halved between 1921 and 1922, also the Indian cottage industries flourished.
The movement slowed for a variety of reasons:-
The khadi clothes made by Indian industries were more expensive than British mass produced clothes and poor could not afford to buy them
The plan was that the Indian institutions had to come up and had to be established so that Indians can join them, but they were slow to come up.
Due to this, the students, teachers etc trickled back to the british institutions.
