For a hydrocarbon to exist optical isomerism the compound must be chiral  in nature, For the compound to be chiral all the elements attached to the particular carbon must be different, in case of alkene hydrocarbon the double bond that exist between carbon is consider as a same element, and that carbon can't be chiral eventough the remaining two elements attached to the carbon are different. So for the alkene to be chiral the minimum number of atoms required is six, considering the fact that no functional groups are attached.
