length= 4 / 100
= 0.04 m
Velocity from 11: 00 am to 11:30 am
= 0.08 / 1800
= 0.000044 m/s
velocity from 11:00 am to 11: 30 pm
= 0.000044 m/s
avg velocity = 0.000044 m/s

The time difference is of 30 minutes , hence the minute hand will cover the displacement equal to the diameter of the clock.
 The length of the minute hand is almost as long as the radius of the clock, so 
Displacement = 2*4 cm = 8cm = 0.08 m
Time = 30min = 1800 seconds

Velocity = Displacement / Time
= 0.08 / 1800 = 4/9 * 10^-4 = 4.5*10-5 (aprox.)     OPTION 2
