The degree of polarity of a molecule is expressed in terms of dipole moment.

The product of magnitude of charge on a molecule and the distance between two charges of equal magnitude with opposite sign is equal to dipole moment.

Dipole moment=charge x distance

The dipole moment of the water molecule (H2O)is 6.17×10−30C⋅m.

NH3 has a dipole moment of 1.46 D and NF3 0.235 D.

CCl4 is a symmetric molecule and hence even if each bond has a dipole moment, the algebraic sum of the dipole moments of all the four bonds cancel out resulting in zero dipole moment.

Dipole moment of ch4 is zero .the ch4 is tetrahedral in shape thus each bond pair are at equal distance that is they are symmetrically arranged hence each dipole moment of bond balance each other.

chroventer: To conclude, CCl4 is the concise answer.
