The gap between particles of water is more than the gap between the particles of ice. So, the particles of water hit one another more freely which produce more heat energy.

The molecules of water have more energy than the molecules of ice as water can flow freely and hence has energy , whilst ice is hard and doesn't flow without pressure or exertion.

Water also has less inter-molecular attraction hence making the atoms flow freely
