The molecules of water r not so tightly packed as it is liquid . But here ice is having a nature of molecules to be packed tightly . So when water us stored in a container it definitely wills to find a way to flow . But ice cube is stable neither it turns to liquid. So when the molecules of water moves they touches partially which creates a type of pressure between them. Which leads to form more energy. In the case of ice it happens vice versa.
