It should be “...inclined at an angle....”

If α = 90°
1st option ==> Moment of inertia = mL²/3
2nd option ==> Moment of inertia = mL²/12
3rd option ==> Moment of inertia = 0 ……[∵ Cos²90 = 0]
4th option ==> Moment of inertia = 0 ……[∵ Cos²90 = 0]

If α = 90°
Moment of inertia of rod about an axis perpendicular to rod and through centre is mL²/12
∴ 2nd option is correct.
