this phenomenon occur due to centripetal FORCE which act tangentially .

this is due to centrifugal force. when the bicycle starts moving and the mud particle comes at the point that is at half the circumference of the bicycle wheel, at that instant the force on the mud particle acts in the direction tangential to the bicycle wheel. the mud particle is no longer able to stick to the wheel and thus, flies off
