The principle here is Inertia... when the mud separates from the wheel, it is due to centripetal force not being exerted on that part of mud.. due to inertia, the mud continues to fly in linear direction tangential to the wheel.

The bicycle wheel is in circular motion and every point on the rim has a tangential velocity at any point of time. When the mud particle leaves the rim, it still has a tangential velocity and hence it flies off tangentially.
