The Non-Cooperation Movement gradually slowed down in cities due to many reasons.
1) The Khadi cloth which was encouraged to wear was expensive that the poor people couldn't afford.So they couldn't boycott the mill cloth for a long time.
2) Even the students, teachers, lawyers couldn't boycott the institutions for long time.This was because the Indian institutions were slow to come up to replace the British ones.So the students,teachers and lawyers went back to the British institutions
