You start with:

(x-7)/x

Then you add 9 to numerator and denominator and

set it equal t 2/3

( x-7)+ 9.         2

------------   = ------

  x + 9              3

(x+2)/(x+9) = 2/3

cross multiply

3(x+2) = 2(x+9)

3x + 6 = 2x + 18

Let x = denominator

Then, x -7 = numerator

[(x - 7 + 9 / (x + 9) = 2/3

(x+2) / (x+9) = 2/3

2(x+9) = 3(x+2)

2x + 18 = 3x + 6

        x = 12

The fraction is 5/12.
